WHAT IS A MINI-GRID?

A mini-grid is an electricity supply system with its own generation capacity that supplies power to more than one customer within a defined geographical area. It can operate independently or in coordination with an existing distribution network.

Under the Mini-Grid Regulations 2026, mini-grids are classified as:

  • Isolated Mini-Grids – operate independently of a Distribution Licensee’s network, typically serving unserved areas, with installed capacity up to 5MW per site.
  • Interconnected Mini-Grids – connected to and operated in coordination with a Distribution Licensee’s network, typically in underserved areas, with installed capacity up to 10MW per site.

Mini-grids play a critical role in expanding electricity access, particularly in unserved and underserved communities across Nigeria.

THE MINI-GRID REGULATIONS 2026

The Mini-Grid Regulations 2026 provide a comprehensive and modern framework to promote investment, ensure consumer protection, and support rapid electrification.

Key Improvements in the 2026 Regulations:

1. Expanded Capacity and Scope

  • Isolated mini-grids: up to 5MW
  • Interconnected mini-grids: up to 10MW
  • Enables larger, more commercially viable projects.

2. Improved Investment Protection

  • Developers benefit from site exclusivity rights during project development.
  • Clear and structured compensation framework in the event of grid arrival.
  • Compensation now reflects:
    • Depreciated asset value
    • Replacement cost considerations
    • Revenue protection (depending on project age)

3. Clearer Grid Arrival & Transition Framework

  • Distribution Companies must provide 12 months’ notice before grid extension.
  • Multiple transition options including:
    • Conversion to interconnected mini-grid
    • Asset transfer
    • Continued operation under agreement
    • Orderly exit

4. Streamlined Permitting & Registration

  • Projects ≤100kW: simple registration
  • Larger systems: permit required
  • Defined timelines (up to 30 business days) for approvals
  • Introduction of portfolio applications for multiple sites

5. Enhanced Interconnection Framework

  • Mandatory Tripartite Agreement (Developer, DisCo, Community)
  • Introduction of Hosting Capacity Information (HCI) for planning
  • Simplified interconnection pathways for small solar projects
  • System Impact Study (SIS) required only where necessary

6. Cost-Reflective Tariffs with Safeguards

  • Tariffs determined using an approved Mini-Grid Tariff Model
  • Allows cost recovery while protecting consumers
  • Clearly defined loss thresholds and performance benchmarks

7. Strong Consumer Protection Measures

  • Mandatory customer service charters
  • Defined complaint resolution procedures
  • Standards for billing, metering, and service quality

8. Environmental and Safety Compliance

  • Mandatory compliance with environmental laws
  • Simplified pathway (ESMP) for solar mini-grids
  • Full ESIA only where required (e.g., hydro or sensitive areas)
