Stakeholders Explore Draft Net Billing Regulations in Lagos
The Nigerian Electricity Regulatory Commission (NERC) has brought together stakeholders from across the power sector, including utilities, state regulators, renewable energy developers, consumer groups, and policy experts in Lagos and online for a public consultation on the Draft Net Billing Regulations.
The event was organized by NERC in partnership with GIZ, providing an opportunity for stakeholders to offer their final inputs and recommendations before the Commission finalizes the regulation, which will set the framework for consumers who generate their own electricity to sell excess power to the grid.
This collaborative process ensures that the final regulation reflects diverse perspectives and supports Nigeria’s transition toward a more reliable, inclusive, and sustainable electricity market.
At the event, Dr. Yusuf Ali, NERC Commissioner for Research and Data Analytics, emphasized the importance of stakeholder voices in shaping a fair and inclusive energy future.
He noted that with Nigeria’s growing captive generation capacity and grid constraints, the right structure can empower prosumers to contribute excess energy, enhance reliability and support the energy transition.
Dr. Ali also reaffirmed NERC’s collaborative role with state regulators—encouraging them to take the final output of this consultation and adapt it to address the peculiarities of their respective states.
He urged all participants, both in-person and online, to lend their voices to the development of this important technical regulation as Nigeria takes its first step toward implementing the Net Billing Regulation framework.
