NERC Supports Capacity Building on Tariff Design for Imo State Electricity Regulatory Commission

The Nigerian Electricity Regulatory Commission (NERC) has concluded a two-day Capacity Building Session for the Imo State Electricity Regulatory Commission (ISERC) with the theme: "Tariff Methodology in the Nigerian Electricity Supply Industry."

Speaking at the session, the Head, International Relations and Stakeholder Secretariat, Stakeholder Management Division at NERC, Mrs Regina Osuagwu, reaffirmed NERC’s commitment to strengthening regulatory capacity across Nigeria's evolving electricity market through the provision of technical support and knowledge-sharing initiatives with State Electricity Regulatory Commissions.

The programme was designed to enhance participants' understanding of electricity tariff regulation, pricing principles, revenue requirement assessments, and tariff modelling within the Nigerian Electricity Supply Industry (NESI), particularly in the context of the ongoing decentralization of electricity regulation following the Electricity Act.

NERC also emphasized that a sound tariff framework remains fundamental to achieving a financially viable electricity industry capable of attracting investment, ensuring cost recovery, promoting operational efficiency, and delivering improved services to electricity consumers.

The high points of the capacity building session include:

  • Interactions on the Principles and Framework for Electricity Tariff Setting in Nigeria, where participants were taken through the regulatory, economic, and technical considerations that underpin tariff determination in the Nigerian electricity sector.
  • Discussions on Tariff Modelling, Revenue Requirement and Determination of End-User Tariffs, providing practical insights into the methodologies used to establish cost-reflective tariffs while maintaining fairness and protecting consumer interests.
  • The capacity-building programme forms part of NERC's broader efforts to support State Electricity Regulatory Commissions in developing the technical competencies required to effectively discharge their regulatory responsibilities within their respective electricity markets.
