CONSULTATION ON THE DRAFT NET BILLING REGULATIONS

1. The Nigerian Electricity Regulatory Commission (“the Commission”) in exercise of its rulemaking powers under Sections 46 and 48 of the Electricity Act (EA) 2023, and in line with its Business Rules, developed the draft Net Billing Regulations to provide a framework for prosumer participation in Nigeria’s electricity market.

2. The draft Regulations were published on the Commission’s website for public comments and submissions on September 4, 2025. The Commission appreciates the contributions received from stakeholders and members of the public during this period.

3. In furtherance of the consultation process, the Commission has scheduled public consultation sessions to provide an opportunity for additional engagement and stakeholder feedback on the draft Regulations. The sessions will hold as follows:

Lagos Session
Date: Friday, 17th October 2025

Abuja Session
Date: Tuesday, 21st October 2025
Time: 8:30 a.m.
Venue: Transcorp Hilton, Abuja
