Dr. Fouad Animashaun is a Commissioner of the Nigerian Electricity Regulatory Commission (NERC), appointed in December 2025 to drive the next phase of Nigeria's power sector evolution. A policy economist with over 25 years of experience, Dr. Animashaun is a leading authority on electricity sector reform and market design. Prior to joining the Commission, he served as the Executive Commissioner and CEO of the Lagos State Electricity Regulatory Commission (LASERC), where he pioneered the architecture of the subnational electricity market for the nation’s economic capital.

Regulatory Leadership and Market Reform

Dr. Animashaun’s career is defined by his role in liberalizing energy markets and modernizing governance. As a central figure in subnational reform, he led the historic issuance of the first electricity distribution licenses in Lagos State and authored the foundational Lagos State Energy and Renewable Energy Policies. His national contributions include providing strategic advisory to NERC on transmission pricing and vertical integration, as well as drafting critical regulations for Independent Electricity Transmission Networks (IETNs) to support the unbundling of the national utility.

Infrastructure and Strategic Impact

With a proven track record of delivering large-scale energy solutions, Dr. Animashaun spearheaded the development of the Alausa IPP (10.6MW), Mainland Power Limited (8.8MW), and Lekki PIP Genco Project (6.6MW) power plants. His expertise in grid modernization is evidenced by his negotiation of a $35 million transmission reconducting project and oversight of critical 132kV line construction. To enhance sector viability, he directed the deployment of smart metering under the Meter Asset Provider (MAP) program, significantly improving revenue assurance and utility efficiency.
