Invitation to bid for the supply and installation of Access Control System for the New Head Office Building under 2018 Projects

1.0    INTRODUCTION
The Nigerian Electricity Regulatory Commission (NERC) wishes to invite competent and reputable companies with proven experience and capability to tender for the supply and installation of an Access Control System for the NERC Head office building located at Plot No. 1387, Cadstral Zone, A00, Central Business District, Abuja.

2.0    SCOPE OF WORK
The scope of work for this project shall include the design, procurement, installation and associated services for a fully operational Access Control System as per manufacturer’s guidelines and codes that will provide central security management, integrated control and remote monitoring of the NERC head office.  (full details are contained in the bid document).

3.0    ELIGIBILITY CRITERIA
Interested and reputable suppliers are required to submit the following alongside the bid documents:

a)    Certificate of registration with Corporate Affairs Commission (CAC).
b)    Copies of Tax Clearance Certificates for the last three (3) years (2016, 2015, and 2014) expiring 31st December, 2017.
c)    Company audited statements of account for the past three years duly stamped by a registered auditor (2016, 2015 and 2014).
d)    Evidence of Current Pension Clearance Certificate from National Pension Commission (PENCOM).
e)    Evidence of Current Compliance Certificate with the Industrial Training Fund (ITF) Amendment Act 2011.
f)    Evidence of Current Employees’ Compensation Act, 2010 Compliance Certificate from the Nigeria Social Insurance Trust Fund (NSITF).
g)    Evidence of registration with the Bureau of Public Procurement (BPP’s) National Data Base of Federal Contractors, Consultants and Service providers by inclusion of Interim Registration Report (IRR).
h)    Verifiable evidence (award letters, contracts/agreements, completion certificates etc) of three (3) similar completed projects of the same nature during the past five (5) years.
i)    Comprehensive company profile with the list of all directors.
j)    Verifiable identification such as international passport bio-data page, national driver’s license, national identity card, permanent voter’s card of all directors.
k)    A current letter of introduction addressed to the Commission from a bank indicating the financial capability of the supplier.
l)    A Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Electricity Regulatory Commission, or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
m)    Evidence of payment of the prescribed tender fee in favour of Nigerian Electricity Regulatory Commission through REMITA payment platform.

4.0    COLLECTION OF BID DOCUMENTS
Interested companies should collect tender documents from the Procurement Unit of the Commission at 4th Floor, Wing A, Plot No. 1387,Cadstral Zone, A00, Central Business District, Abuja upon payment of a non-refundable tender fee of N20,000.00 (Twenty Thousand Naira) only.

5.0 SUBMISSION OF BID DOCUMENTS
Technical and Financial bids should be packaged in separate sealed envelopes each marked ‘’Technical bid’’ and ‘’Financial bid’’ at the top left hand corner, and both packaged in a larger sealed envelope. All completed bids should be submitted in three (3) bound copies (one original and two copies) and a soft copy clearly marked ‘’INVITATION TO BID FOR THE SUPPLY AND INSTALLATION OF ACCESS CONTROL SYSTEM FOR NERC HEADQUARTER BUILDING’’.

A duly signed document should be arranged in the order listed above and paginated before submission. Failure to comply with this requirement might lead to rejection of the submission.

The documents must be dropped into the Tender Box located at the Commission’s Registry on the Ground floor, not later than 12:00noon on Wednesday May 30, 2018 and addressed to the following:

5.0    TECHNICAL AND FINANCIAL BIDS OPENING
Only the technical bids will be opened on the bid opening date at the deadline for submission and the financial bids of bidders successful in the technical evaluation shall be opened at a later date. The financial bids of the unsuccessful bidders should be returned to the bidders un-opened. The bid opening will take place on Wednesday, May 30, 2018 by 12.00noon at the Commission’s hearing Room Wing B, 4th floor, Plot No. 1387, Cadastral Zone, A00, Central Business District, Abuja. Bidders or their representatives, NGOs, Professional bodies and interested members of the public are invited to attend the bid opening exercise at their own expense.

6.0 IMPORTANT INFORMATION  
•    The documents will be opened immediately after the close of submission at the Commission’s hearing Room on the 4th floor, Wing B.
•    Late Submissions will be rejected.
•    This invitation to bid shall not be construed as a commitment on the part of Commission to award any contract nor shall it entitle the bidder make any claims whatsoever and/or seek any indemnity form Commission by virtue of having responded to this advert.
